Redeeming a Tune In & Tune Up Voucher
Voucher Qualification
- The participating vehicle must meet the following criteria:
- Currently registered in California.
- Registered with California DMV as a Planned Non-Operational (PNO).
- Currently delinquent in the California registration renewal process.
- Is not currently eligible for a manufacturer’s warranty, extended warranty or have any emission related open recalls. Please click here for more information.
- Is gasoline-powered light or medium duty (GVWR less than 14,000 pounds). Please click here for more information.
- Vehicle is operational, testable, and can undergo a Smog Test Inspection.
- Must not have used a voucher with a repair date less than twelve months.
- The registered vehicle owner, individual, nonprofit, or a small business must meet the following criteria:
- Is a resident within the San Joaquin Valley jurisdiction.
- Is not involved in the business of purchasing and selling vehicles.
- Must agree to all program terms & conditions before receiving a voucher.
- Must not have used a voucher with a repair date less than twelve months.
- The following is a step-by-step process for how to redeem your voucher:
- You can receive a smog repair voucher by attending an In-Person Event or contacting the 1-800-806-2004 call center.
- Schedule an appointment with a participating STAR test-and-repair station.
- The smog station with your authorization will perform a smog check inspection to determine your eligibility for repairs.
- If your vehicle passes the smog check inspection, you will receive a certificate of compliance.
- If your vehicle fails the initial inspection test for eligible repairs, the shop will then continue with the second emission tail pipe test (only for 2000 and newer vehicles). The shop will then perform a diagnostic to determine the reason for the smog failure.
- The shop will follow up with the results of their diagnostics and provide you with an estimate of the cost of repairs.
- You will need to approve or decline the needed or suggested repairs to move forward in the process.
- Once you approve repairs and agree to any out-of-pocket expenses, you will be required to issue such payment upon picking up your vehicle.
- Please note, the repair process may take up to 3 to 5 days. We recommend that you understand and review all the details before you give authorization to the shop to proceed forward.
- If you decline repairs, the program will cover the cost inquire from the testing and diagnostics performed by the shop. If you need additional time to authorize your repairs, we recommend that you return within 90 days to avoid possible additional tests and diagnostics fees.
Emissions-Related Approved Repairs
TITU will only reimburse a participating STAR test-and-repair station for emissions-related repairs that are approved by the program and necessary to correct Smog Check inspection failure(s) identified on the Vehicle Inspection Report.

- Front grill shutter and controls, No bumper replacements

- Air switching valves and check valves
- Positive crankcase ventilation systems. This includes:
- PCV valves

- Exhaust emissions control systems
- Exhaust manifold gaskets
- Exhaust manifold
- Flex pipe kit (cut and weld/bolt)
- Doughnut gasket, Exhaust Flange kit and flange bolts for exhaust leak failures
- Catalytic converters (No, incorrect catalytic converters. No Straight pipe)
- Manifold converters (No, incorrect catalytic converters. No Straight pipe)
- Turbochargers & components
Non-Approved Repairs
Transmission repairs, which are usually identified by 700 or 800 series DTCs stored in memory (or any manufacture specific transmission codes), are not approved.
- All Charging systems and Starting systems are not covered.

- Brake systems are not covered, this includes:
- a. ABS, ABS systems, components, and controls, etc.
- b. Wheel speed sensor
- c. Master brake cylinder

- e. Brake Fluid
- Schedule maintenance items that are not covered.
- a. Oil changes
- b. Oil filter
- c. Air filters
- d. Scheduled maintenance items are not covered.
- HVAC & Cooling system repairs are not covered. This includes:
- a. Water pumps
- b. HVAC Codes
- c. Ambient air temp sensor
- d. Heater core (HVAC)
- e. Evaporator core (HVAC), and hoses
- Mechanical repairs are not covered. This includes, but is not limited to:
- a. Valves grinds
- b. Cylinders heads
- c. Piston rings
- d. Engine oil pressure systems/switches
- e. mufflers, exhaust pipes and resonators
- f. Valve cover gaskets (for oil leaks)
- Modified and tampered emission control systems are not covered by the district except for stolen/missing catalytic converters (CAT(s).
- a. Modified Catalytic Converters are not covered. (Non-CARB compliant)
- b. Straight Pipe installed instead of a Catalytic Converted will be treated as an intentional modified and therefore it will not be covered.
